Job Title: Refrigeration Compliance Manager
Job Location: Wisconsin


  • Implementation and direction of the elements of PSM, RMP, and CalARP programs,  regulatory compliance and the integrity of the ammonia and related cooling process systems (and potentially other regulated chemicals)
  • Provide direction and expertise to facility management to ensure that regulatory and Corporate requirements are met as a minimum
  • Provide direction to the plant PSM teams and assist the plants in developing, implementing and sustaining plant specific policies, procedures, programs and training to achieve and maintain compliance with H&S and environmental laws and regulations
  • Conduct routine meetings with Plant PSM Coordinators and other designated refrigeration personnel
  • Implement corporate/divisional programs and systems that drive consistency while ensuring that procedures and practices are aligned with state and federal laws and regulations
  • Maintain a working knowledge of PSM (14 elements), RMP, CalARP, applicable state and federal rules and regulations and RAGAGEP
  • Provide technical and high level PSM related training as required
  • Maintain oversight needed to meet the above regulations, requirements, standards, practices, and programs
  • Conduct audits, process hazard analysis, hazard assessments, and inspections of plant performance and activities
  • Educate personnel on program aspects to include: operating and maintenance procedures, mechanical integrity, hazard recognition, inspections and how to address gaps
  • Develop a system for addressing any identified deficiencies and tracking resolutions, including use of contractor management and PSM software program(s) that the company may utilize
  • Establish relationships with local CUPAs, emergency responders, and other agency representatives to facilitate plant compliance and emergency response aspects
  • Provide direction to Corporate Risk Management, Engineering, Maintenance, and contractors for refrigeration and related cooling projects/modifications
  • Define and prioritize site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific procedures, and audit/PHA/MI findings
  • Assist plant staff in prioritization of action items to address gaps
  • Track action item progress
  • Assist Plants in reviewing and managing refrigeration contractor agreements, including the use of ISN
  • Provide technical direction related to required mechanical integrity elements to be included in overall refrigeration maintenance actions at the plant
  • Support Environmental, Health and Safety and Risk Management projects/initiatives and work closely with key personnel from these departments
  • Provide plant-level support during agency inspections and other key compliance activities

Required Qualifications:

  • Bachelor’s degree in Engineering, Safety Management, Industrial Risk Management, or the equivalent combination of relevant experience/education (e.g., hands-on refrigeration system experience)
  • Minimum of five to seven years of relevant experience
  • Knowledge of federal, state and local environmental standards and regulations and industry RAGAGEP
  • Familiarity with PLC’s, process instrumentation, and process drawings
  • Strong customer orientation
  • Ability to develop relationships and effectively influence at all levels internally (i.e. management teams) and externally (Regulators)
  • Exceptional interpersonal, communication, presentation and analytical skills
  • Strong strategic thinking skills with broad-based business acumen and experience, with proven ability to identify opportunities and lead change initiatives
  • Ability to work in a team environment as well as independently with good time management, prioritization, and organizational skills
  • Working knowledge of Microsoft Office (Word, Excel, and PowerPoint) and AutoCAD
